Update to Operator Competence Scheme
Two new issues have arisen since the joint WAMITAB and CIWM Operator Scheme was introduced.
Exempt Waste Operations (‘Exemptions’)
New regulations came into force on 6 April 2010 which affects everyone who carries out exempt waste operations or who intends to in the future (NOTE: these special provisions do not apply to anaerobic digestion activities).

Those individuals moving from an exemption to a permit can demonstrate technical competence by taking an initial (Continuing Competence) test which is available through the CIWM/WAMITAB scheme. An operator has 12 months from the date their first permit is issued to arrange for all nominated managers to pass the competence test. This means that the issue of a permit will not be delayed by the need to demonstrate competence.
To ensure proportionality previously exempt operators of transitional sites will only have to initially take the generic part of the current Continuing Competence test, which comprises multiple choice questions on Legislation, Health & Safety and Environmental Protection.
WAMITAB web site
The WAMITAB web site has been developed to cater for Continuing Competence tests for both ‘normal’ waste activities as well as exemptions. The Continuing Competence section of the site now has sub navigation entitled:
- All waste activities; and
- Previous exemptions
People operating exemptions who need to take the Generic test only are now able to access information and to book and pay for a test using the previous exemptions button.
